Board of County Commissioners: Traditional 3-member Board of County Commissioners — currently only 2 of 3 seats filled. Chairman: Randy Phiel. Vice Chairman: Jim (James) Martin. The third seat, held by Marty Karsteter Qually, has been VACANT since Aug. 24, 2026 — she stepped down after 14 years to become executive secretary of the PA State Conservation Commission. The Adams County Court of Common Pleas is accepting applications to appoint a replacement to serve the unexpired term (through Dec. 31, 2027).
