Each of Oklahoma's 77 counties is governed by a 3-member Board of County Commissioners, one elected per district, created directly by the state constitution. The board handles county administration, property, contracts, and budget as a combined legislative and executive body, and by law must meet at the county seat at least monthly. A resident would attend a commissioners' meeting for public business, and route open-records requests to the relevant county office.
