Most counties are led by an elected Board of Commissioners (3–5 members) combining legislative and executive authority; a handful of smaller, less-populated counties instead call this body a "county court" (a county judge plus two commissioners), but it functions the same way — no separate executive. Residents would attend the board's or court's public meetings and file public-records requests with the county clerk or the commissioners' office. A few larger counties with home-rule charters (e.g. Multnomah) have an elected county chair with more executive-flavored duties, but this is not the statewide norm.
