Most Utah counties are run by a small elected county commission holding both legislative and executive power. Utah's largest counties (Salt Lake, Wasatch, Summit, Cache, Morgan, Tooele, Grand) instead use an expanded commission or a council structure that separates legislative and executive functions, sometimes with an appointed county manager. Either way, contact the county commission or council office for public meetings and the county clerk or recorder for records. Utah has no Secretary of State — the Lieutenant Governor's office is the chief elections authority statewide, working with county clerks.
