A genuine structural exception: Oglala Lakota County has no county seat of its own and contracts its Auditor, Treasurer, Director of Equalization, State's Attorney, and Register of Deeds to Fall River County — entirely within the Pine Ridge Reservation, renamed from Shannon County in 2015, organized under a home-rule charter since 1982.
